Teddy & Ligaya Fulfer

Teddy Fulfer served 12 years in the U.S. Marine Corps. While serving his country, he was stationed in the Philippines where he met his wife Ligaya. During this time, Teddy was deeply troubled with the conditions surrounding the U.S. Navy Base at Subic Bay. There were many street children who did not have fathers and mothers caring for them.

In 1984, Teddy resigned from the Marine Corps and returned to the Philippines with his family as a missionary. He started a church among the nationals. Then, in 1990, he founded Subic Bay Children’s Home.

One year later, the volcano on Mount Pinatubo erupted, destroying their home, the church, and all facilities of the Children’s Home. Since then, Subic Bay Children’s Home has grown with over 300 children going through the home. Each child has been given the gospel, a loving home environment, and a Christian upbringing.

Teddy and Ligaya have 7 children of their own and 50 children currently residing in the home. Their ministry at Subic Bay has expanded to include dining facilities that can accommodate about 72 children, children’s living quarters made of local material, staff housing, and a school building with two classrooms and a library. The Children’s Home also has a fish pond and an orchard.
